Henri Fayol and Systematic Management

Prior to beginning work on this discussion, read Chapters 2 and 3 in the textbook and the Moynihan (2009) article, The Response to Hurricane Katrina.
Every organization within the field of criminal justice has a management hierarchy of some sort. Included among the many tasks assigned to managers are budget planning, financial decision making, and effecting personnel decisions. However, what is missing at times in criminal justice agencies is effective leadership. Too often policy makers confound leadership with management. The two can be, and often are, quite dissimilar.
In the City of New Orleans immediately after Hurricane Katrina, a variety of political and local managers and leaders congregated in the Central Business District in an effort to arrive at a consensus as to the wisest course of action. Among those present was Michael Brown, the director of FEMA, Ray Nagin, the Mayor of New Orleans, and various state politicians. No action plan could be developed as each respective politician was so focused on their own needs that they soon became blinded to effective alternatives. Added to those problems were the combined effects of serious deficiencies in communication and coordination of rescue efforts.

Explain the major characteristics of leadership. Describe the primary traits of management.
According to the five functions of management developed by Henri Fayol, explain the ways in which the response to Hurricane Katrina failed.
Evaluate the financial constraints that affected the situation at the time and describe which organization or individual you believe offered the most effective leadership after the storm. Provide a rationale supporting your statements with evidence from the required readings.

Many organizations within the field of criminal justice have begun utilizing techniques of strategic management in an effort to better address the needs of their stakeholders. The importance of strategic management and the careful and proper identification of stakeholder groups are never more salient than in law enforcement and correctional organizations. However, the tenets of strategic management are in use in nearly every facet of public and private enterprise.

After reviewing Chapter 3 in the textbook, think about your own current or previous place(s) of employment and examine the function of strategic management within the organization. In your journal, identify the organization and its stakeholders. Explain how the strategic management plan takes the needs and demands of those individuals and groups into consideration when preparing budgets. In addition, explain two ways that the identification of stakeholders has increased the effectiveness of the organization or improved public relations.

Review the following scenario in order to complete this assignment:

(A) is walking alone late at night when a man suddenly jumps in front of her and drags her into an alley. The attacker strikes (A) and rips her clothes. Fortunately, (A) hits the attacker with a rock and runs to safety.

Use the Internet or Strayer databases to research assault, battery, and crimes against persons.

Write a four to six (4-6) page paper in which you:

Compare and contrast the key similarities and differences between the crime of assault and the crime of battery. Provide one (1) example of each crime to support your response.
Determine whether or not the jurisdiction in which the crime has occurred should consider the man’s actions as assault. Next, determine whether or not the jurisdiction should punish the man’s actions as battery. Justify your response.
Suggest one (1) different fact pattern that would change the scenario from assault and / or battery to consensual touching. Support the validity of your response.
Consider the following change to the scenario. (A) is held against her will.

Discuss the crime of false imprisonment. Next, debate whether or not the suggested change in Question 3 would allow the court to convict the attacker in order to punish him. Provide a rationale to support your response.
Differentiate between the crimes of false imprisonment and kidnapping. Support or critique the notion that one of the two crimes is more heinous than the other. Justify your response.
Consider the following change to the scenario. (A) and the attacker are romantically linked and are having an argument. The attacker drags (A) in the alley to talk. (A) slaps the attacker.

Debate whether or not (A)’s action would require the attacker to defend himself. Provide a rationale to support your response.

U.S. History – Foreign Policy Document Analysis

Please choose a primary source DOCUMENT from the time periods/eras covered in weeks 5-7. Please focus it on FOREIGN RELATIONS as it will help you with your final paper due in week 10. This means the document MUST be about U.S. policy or actions with ANOTHER COUNTRY.

Remember that a primary source is a source from the time period/a first-hand account etc. Make sure that your primary document focuses on foreign policy/relations with other nations etc. and is not just any old document from the time period (i.e. a document urging the repeal of Prohibition).

You will then write a 1-2 page analysis in PARAGRAPH form with an introduction paragraph, body paragraphs, and conclusion paragraph (no question and answer format) that addresses the following:

Type of Document (letter, law, executive order, treaty etc.), Author/creator, Date created

For what audience was the document written? Is there a stated purpose?
Why do you think this document was written?
What evidence in the document helps you know why it was written? Use a quote from the document to support your conclusion.
List two things the document tells you about life at the time and place it was written.
What is the author’s perspective on the issues? How do you think he was influenced by his position in society, career, nationality etc.? If it is a law – what influenced the lawmakers to pass this law?
What questions do you have that were not answered or addressed in the document? What would you ask the author(s) if you could?

By the mid-20th century, the United States had become the dominant force in international relations.
