Differences in Human Resources in the Public Sector
In this unit, you will be introduced to human relations systems that have developed in this country since 1700
and explore the traditional values of working in the public sector (Klingner, Nalbandian, & Llorens, 2010). You
will discover that the patrician age has given way to the partnership era, and you will explore its popularity. This
understanding of the past is critical for you to begin the development of a job design in today's public
workplace climate. A part of that understanding is knowing what is similar and what is dissimilar between the
public sector and the for-profit sector. A major part of the difference is embedded in the ethics of delivering
services to the public.
To conclude this unit, you will explore a case study of the management failures of the CIA during a time of crisis
caused by failures in the understanding and enforcement of a culture of public service ethics and methods of
delivering services to the nation.
