Per the text, the federal, state, and local governments of a disaster-stricken area must work together in many ways. The federal government may declare a federal disaster and provide federal assistance to the area if certain requirements are met.  

Read the following two (2) FEMA articles:

Write a five to eight (5-8) page paper in which you: 

1. Specify the nature of the interrelationships between the federal, state, and local government, the private sector, and nongovernmental organizations as outlined in the National Planning Frameworks and the five (5) preparedness mission areas in the “National Planning Frameworks” article. 

2. Analyze the specific requirements that the government must meet in order to declare a federal disaster and provide federal assistance, as outlined in the “Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288) as amended” article. Evaluate the importance of each requirement. 

3. Suggest two (2) requirements (not listed in the Robert T. Stafford Disaster Relief and Emergency Assistance Act) that you believe the government should follow in order to declare a federal disaster and provide federal assistance. Provide a rationale to support your suggestion. 

4. Use at least three (3) quality references. Note: Wikipedia and other related websites do not qualify as academic resources.  Your assignment must follow these formatting requirements: 

•Be typed, double spaced, using Times New Roman font (size 12), with one-inch margins on all sides; citations and references must follow 6th edition APA or school-specific format. 

•Include a cover page containing the title of the assignment, the student’s name, the professor’s name, the course title, and the date. The cover page and the reference page are not included in the required assignment page length.  The specific course learning outcomes associated with this assignment are: 

•Assess how emergency management personnel respond to the major forms of natural, technological, and man-made disasters. 

•Determine how the major forms of emergency management work – mitigation, response, recovery, preparedness, and communications – are interrelated.  

•Use technology and information resources to research issues in emergency management. 

•Write clearly and concisely about emergency management using proper writing mechanics

Question 1 

Select and read one of the after-action reports provided (or if an organization you work with has a recent after-action report you want to use, that’s fine as long as it is a substantive incident after action report (not from an exercise)). Prepare a post of at least 200 words that describes one of the challenges/areas for improvement noted in the report. What kinds of improvements or corrective actions were or are needed to help improve that response activity in the future? Make sure to note the organization and after-action report that is the subject of your post and basics about the incident (e.g., type of incident, date and duration, nature of impacts). 

 

 

Question 2 

After reading one of the after-action reports and the executive summary in A Failure of Initiative, think about the kinds of issues and activities that can “go wrong” or be a challenge in an emergency or disaster. Select an aspect of emergency/disaster response or recovery that presents challenges (e.g., situational awareness, communications [internal to incident response or external with the public], evacuation, post-disaster housing, or others) and do additional research, reading, and thinking to suggest at least two specific ways to improve how a jurisdiction or organization addresses the challenge or problem you identified.   

 

Question 3 

Based on the reading in the National Climate Assessment (pages 1-14 and at least one additional section of the NCA Highlights), prepare a short paper of at least 300 words that summarizes key points regarding climate change impacts and explores how the effects of climate change may affect the practice of emergency management in the coming decades. Cite sources using APA Style for in-text citations and a reference list. Make sure to use credible research, scientific, or government sources; do not use media or general web pages as sources for this assignment.

Emergency managers work in all kinds of settings and organizations: public, private, non-profit, educational, research, military, manufacturing, transportation, utilities, etc. Go to the Jobs Board at IAEM.com (Links to an external site.)Links to an external site., select a job posting and prepare a quick summary, in your own words, of the position and the type of organization the position is with. (Note that if you are looking at the Jobs Board at a time when there have been recent disasters, there will be more recovery-related job postings than when there has not been a major disaster recently.)

Essay 1.   Is affirmative action an appropriate and effective policy to address past discrimination? Using the cases Regents v. Bakke (1978) and Gratz et al. v. Bollinger et al. (2003), address the evolution of the Supreme Court’s reasoning on affirmative action and its long-term utility as a public policy.  

 

Essay 2. Analyze the political and legal strategies used against segregation. Include a discussion of conditions under segregation in the early twentieth century and the ruling Plessy v. Ferguson (1896) as well as the Supreme Court decisions and reasoning that led to Brown v. Board of Education (1954). How were tactics such as grandfather clauses, white primaries, literacy tests, poll taxes, and racial gerrymandering used to deny voting rights to minority groups, despite the Fourteenth Amendment? What measures abolished these types of laws?

• Anticipate what business law may look like 20 years from now and give your opinion on what you believe students will need to know in order to be successful in the field. Provide a rationale for your response.

 As you view the following video, think about the scope of the disasters – they are far beyond the individual just littering. Therefore, as you review the images and stories contained in the video, think about the reading and the laws that are discussed, and how they may impact the company, environment, and business practices in general.

• You are a business owner who is environmentally aware, and thus you use the local river to help generate some electricity for your small business. You are doing well using this method of energy generation, but you begin to notice that over time the river seems to be flowing more slowly, and that is causing you to have sporadic losses of power. Upon inspection, you notice the river does seem a bit slower, seem to have more debris in it, and now has a funny smell. What are some legal concepts you will need to know to understand your rights? The court ordered forensic assessments regarding Britney Spears’ parenting capacity as well as her guardianship.
