Stating requirements using declarative statements often causes reviewers to call into question other things the system shall do, since it questions the purpose of the system and its requirements. Such confusion can generally be avoided by heeding the following rules of thumb.

The document must include standardized sections covering application, formatting and traceability standards, and other guidelines the organization follows in documenting requirements and managing its requirements documentation. These inclusions will result in changes in methodology and lessons learned – thus providing a stable platform for consistent requirements development, employee education and communication with customers.
