Assignment 2: Challenges In The Administration Of Juvenile Detention

You are the superintendent of the Centervale Juvenile Detention Center. Centervale’s mayor has been discussing juvenile justice policy with several advisors and has now requested your input. Specifically, the mayor is interested in your thoughts on the various justifications for correction, challenges associated with running a detention center, and steps that might be taken to address those challenges.

Part I

Using the memo template, prepare a memo to the mayor that examines the following:

The mayor is aware that different rationales for the correction of juveniles exist. Identify the strengths and weaknesses of the four primary models of corrections and make an argument for the one that should be utilized at the Centervale Juvenile Detention Center. Indicate which primary model will represent the best interests for the youth and the Centervale community. Compare the selected model to the other three models of corrections, identifying the pros and cons of each. Use examples from empirical research as foundational support for your case.

The mayor has been advised at different points on a number of challenges currently facing juvenile corrections, particularly juvenile detention. Based on your knowledge of detention facilities, identify the single greatest challenge to successfully administering the Centervale Juvenile Detention Center. As superintendent, you have unique insight into the struggles of the administration, staff, and detained youths. Describe and analyze the various challenges and point out one that is the most critical. Using empirical research to identify three or four other challenges, examine and explain the significance of these challenges as they relate to successfully administering the Centervale Juvenile Detention Center.

Mental Health Court:

Read the article and view the video on Mental Health Court: Changing One Defendant’s Life At A Time. Answer the following questions:What are the issues concerning the treatment of offenders with a mental illness?  Should mental health courts be expanded for juveniles with mental illness? Why or why not?

Assignment:Find two (2) journal articles relating to a particular issue in correctional management. (The designated topics are listed below). Critique the quality of each article.

Based upon the methodology of the study conducted, do you think the results are reliable and valid?

Summarize the main points of both articles and then compare those main points.  Do the articles reach the same conclusion?

Analyze the articles and determine whether you believe that the conclusion(s) of the articles agree with your perception of the correctional management issue.  Explain the basis for you conclusion.

Airport Security

Scenario: Intelligence reported that a group of women and children are be brought in for the Super Bowl through the three main airports–Miami, NYC, and Los Angeles–typically used in human trafficking. You are part of the airport private security at one of these airports (specify which one) working with other airport personnel and local law enforcement, knowing that the traffickers will be flying into these airports from either Canada or Mexico.  

Task 1:  Who is the Criminal and how do the criminal do the crime? Start with a definition of human trafficking (not to be confused with human smuggling) and be clear to explain sex trafficking as this is the crime in the scenario. Provide information about traffickers and explain how they operate (Bastick & Grimm, 2007; Perry, 2018).

Task 2: What is the current security in place at the airport? As part of border security, airports allow people to move nationally and internationally, particularly at the three airports mentioned. Describe what airport security personnel (NOT TSA) are currently doing to detect and report suspected traffickers and their victims to local law enforcement consistent with the Blue Lightning initiative (Alden, 2017; Bastick & Grimm, 2007; Cozine, 2018; Perry, 2018; Seidenstat, 2004).

Task 3: What improvements can be made to prevent and detect human trafficking?  Too often, traffickers and their victims are slipping past airport security and personnel. Describe 2-3 specific ways to improve private security policies or procedures to better stop human trafficking, arrest traffickers, and rescue the victims (Alden, 2017; Bastick & Grimm, 2007; Cozine, 2018; Perry, 2018; Seidenstate, 2004).

Be sure to incorporate the Blue lightning initiatives and use ALL of the required readings to address this scenario (hint–see citations for each task).

Ethics And The Code Of Conduct

Research the Code of Conduct / Ethics for your city and state, as well as one to two (1-2) relevant articles that discuss codes of conduct for law enforcement officers.

Write a two to four (2-4) page paper in which you:

1. Explain three (3) reasons ethics and integrity will be important in your future career choice in law enforcement.
2. Determine at least two (2) aspects in which ethics, morality, and law differ in regards to affecting the decisions of your local law enforcement officers.
3. Recommend at least two (2) ways law enforcement officers should use ethics, morality, and a code of conduct in both their professional and personal lives.
4. Using the Law enforcement code of conduct for the state of your choosing, identify and discuss the two (2) most important aspects of the code as they relate to law enforcement activities in your state.
5. Support your position with two (2) relevant and credible references, documented according to SWS. (Note: Do not use open source sites such as Ask.com, eHow.com, Answers.com, and Wikipedia.)

Assignment 1: Juvenile Treatment Debate

Training schools are detention facilities designed to house delinquent youths, generally for thirty days or longer. These facilities represent the most punitive sanction available in the juvenile justice system. Training schools vary in their physical structures, from the relatively comfortable and homelike cottage and dormitory settings of minimum-security institutions to the high-walled compounds that generally resemble their adult prison maximum-security counterparts.

Due to their long-term status, training schools often provide delinquent youths the opportunity to learn a trade or continue their education. The main focus, however, is on rehabilitating the youthful offenders. To this end, a variety of treatment methods are employed, including positive peer culture, behavior modification, and guided group interaction. This is only a part of the list of treatment options available to training school administrators—other methods exist and are currently used.
