Justice for mentally ill

You are a new corrections officer in a very effective cell block unit. Your coworkers are professional in almost every aspect of their work. You have been in the same cell block with them through your probationary period and now you are out on your own, managing your section of the cell block. Early one evening, you get dispatched to an adjacent cell block to assist other corrections officers with an unknown incident. Upon arrival, you find a total of five other corrections officer teams. Your concern is that something serious is happening. As you approach the cell block hallway intersection, you can see movement in the hall mirror that is used for monitoring what is around the corner. You can also hear laughter just around the corner. As you approach your fellow corrections officers, you see one senior officer hand a roll of aluminum foil to a male inmate who appears to be about 45 years of age and very animated. The inmate asks the corrections officer if he is sure that the foil will work and the corrections officer says yes. The man unrolls the foil and begins to wrap it around his head and face, poking out eyeholes and a mouth hole to breathe. The other officers are laughing.

You find out that the inmate is known as Karl, and that he is delusional in that he believes that large “Grays” (aliens from another planet) can read and steal his thoughts. Karl tells the officers that he has been looking for a method to keep the Grays from getting his thoughts. The corrections officers told him that the foil is special antialien foil. They tell him that it is in the corrections officers’ hats as well, and it protects them from aliens reading their minds. You find out that the corrections officers have been entertaining themselves with Karl for the past year and a half. Nobody has made any attempt at getting Karl a mental health referral, and they have been encouraging his delusions for their amusement. Although it is not clear to you what the exact nature of Karl’s problem is, it is evident that he is the victim of declining mental health. In addition to the incident, it is clear that the other inmates locked in nearby cells are not happy with what the corrections officers are doing to Karl.

Please include answers in your main posting for the following questions. You must provide meaningful feedback to the main postings of at least two of your classmates:

  • What professional ethical issues exist for corrections officers to engage in this behavior?
  • How could this behavior adversely impact your cell block corrections officer’s unit?

Research and theory

Theory defines, assumes, proposes, explains, and predicts what the research outcome is likely to prove (right or wrong). It is an integrated body of propositions, assumptions, and definitions that are related in explaining and predicting relationships between two or more variables. Theory could be any of the following:
deductive
inductive
grounded
axiomatic
On the other hand, hypotheses are statements or assertions derived from theory that can be tested by scientific inquiry and that are capable of being refuted, and their tests may result in support or nonsupport for the theory from which they were derived.

Prepare a 5–7-page paper that address the following questions:

What are the key differences between the 4 identified types of research theories above?
Is any one type of theory more valid than the others? Why or why not?
What are the differences and similarities (if any) between theory and hypothesis?

Henri Fayol and Systematic Management

Prior to beginning work on this discussion, read Chapters 2 and 3 in the textbook and the Moynihan (2009) article, The Response to Hurricane Katrina.
Every organization within the field of criminal justice has a management hierarchy of some sort. Included among the many tasks assigned to managers are budget planning, financial decision making, and effecting personnel decisions. However, what is missing at times in criminal justice agencies is effective leadership. Too often policy makers confound leadership with management. The two can be, and often are, quite dissimilar.
In the City of New Orleans immediately after Hurricane Katrina, a variety of political and local managers and leaders congregated in the Central Business District in an effort to arrive at a consensus as to the wisest course of action. Among those present was Michael Brown, the director of FEMA, Ray Nagin, the Mayor of New Orleans, and various state politicians. No action plan could be developed as each respective politician was so focused on their own needs that they soon became blinded to effective alternatives. Added to those problems were the combined effects of serious deficiencies in communication and coordination of rescue efforts.

Many organizations within the field of criminal justice have begun utilizing techniques of strategic management in an effort to better address the needs of their stakeholders. The importance of strategic management and the careful and proper identification of stakeholder groups are never more salient than in law enforcement and correctional organizations. However, the tenets of strategic management are in use in nearly every facet of public and private enterprise.

After reviewing Chapter 3 in the textbook, think about your own current or previous place(s) of employment and examine the function of strategic management within the organization. In your journal, identify the organization and its stakeholders. Explain how the strategic management plan takes the needs and demands of those individuals and groups into consideration when preparing budgets. In addition, explain two ways that the identification of stakeholders has increased the effectiveness of the organization or improved public relations.
