Why do you think the U.S. fell behind the U.S.S.R. in the first phase of the “Space Race” when the U.S. was ahead of the U.S.S.R.

Why do you think the US fell behind the USSR in the first phase of the "Space Race" when the USSR was ahead of the USSR in so many ways in aviation, including technologically and in providing airline service to masses of citizens?
