How do we begin a conversation about the “unwillingness” so many people may have about contacting law enforcement?

Studies suggest civilians could make vital contributions to domestic WMD intelligence. Local law enforcement is likely the initial recipient of this information.  Police community relations/rapport is therefore vital to identifying a credible WMD threat, yet a significant number of people are reluctant to speak to them.  How do we begin a conversation about the “unwillingness” so many people may have about contacting law enforcement?  How do we improve the situation?
